【摘要】:ThisTechnicalReportisanimplementationguidetoEN14534forusebypostaloperators,regulatorsandthoseresponsibleforcommissioning,carryingout,orauditingthemeasurementofpostalservicequality.Itgivesinformation,whichwillfacilitatetheimplementationofEN14534.Itgivesanoverviewoftheprocessesrequiredandfactorstoconsiderwhenmeasuringqualityofservice.Itprovidesguidanceonalternativeapproachesallowedinthestandardincludinghowtoselectandcalculatealternativeoradditionaldiscriminantfactorsandmethodsforweightingofstrata.Itdescribesaprocessforimplementationofthemeasurementsystem,andprovidesexamplesandclarificationonspecificrequirementsofEN14534.Itgivesinformationonhowtointerpretthetestresultsobtainedbymeasurementaccordingtothestandard.ThisTechnicalReportdoesnotalterinanywaytherequirementsofEN14534.Itisconcernedwithtechnicalissuesintheimplementationofthemeasurementsystem.TheTechnicalReportprovidesguidancebutitdoesnotspecifyhowtheregulatorsshallenforceandmonitortheuseofthestandardsincethisistheresponsibilityoftheEuropeanCommissionandthenationalregulatoryauthoritiesthemselves.
